Microsoft SharePoint / Viva Connections (if you're on Microsoft 365)** The default answer for a reason - it's already in your Business Standard/Premium license, so the marginal cost is zero. Modern communication sites are genuinely decent now, and it ties into Teams, OneDrive, and permissions you've already set up. Downside: it's still folder-and-permission-heavy, and it looks like an intranet someone built, not one someone designed.
