The answer, as recorded
Searched. One note up front: "agency" reads two ways here - I'm answering for a digital/dev agency building and running APIs on behalf of multiple clients. If you meant a government agency, the ranking shifts toward Apigee/Azure/WSO2 for compliance and sovereignty reasons; say the word and I'll redo it. For agencies the deciding factors aren't raw throughput - they're **per-client isolation, cheap per-project entry pricing, a white-labelable developer portal, and a clean handoff path** when a client takes the API in-house or fires you. ## What I'd actually recommend, in order **1. Kong (Konnect managed, or OSS Kong Gateway self-hosted)** The safest default. You can give each client their own control plane / workspace, and because the data plane is open source, handoff is a real option rather than a hostage negotiation. Entry is low - ~$25/mo for a serverless gateway on the Plus plan - but watch the add-on billing: analytics, portals and extra request blocks are separately metered, roughly $200/million requests above the included million. **2. Zuplo** Best pick for small-to-mid client projects and anything you want to spin up fast. $25/mo Builder tier, a usable free tier, TypeScript policies (so your devs write code, not YAML), a self-serve developer portal, built-in Stripe monetization if a client wants to sell API access, and native MCP server support - which matters now that clients ask "can an AI agent call this?" Weakest fit for a client with heavy on-prem or regulated-data requirements. **3. Azure API Management** Pick this whenever the client is already a Microsoft shop - it's an easier internal sell than anything you bring in cold. Its *Workspaces* feature is explicitly designed to split one instance across teams with different access levels, which maps cleanly onto your client roster. Downside: it's the most expensive way to run a small API, so don't use it for the $3k/mo retainer client. **4. Google Apigee** For your enterprise clients. Strongest analytics, governance and API-product modelling in the category; Google took the highest Ability to Execute in the 2025 Gartner MQ. MCP support went GA in March 2026 and the API hub MCP server in July 2026, so AI agents can query the API estate in natural language - a genuinely good upsell story. Overkill and overpriced for anything small. **5. Tyk** Open-source core with the developer portal *included* rather than licensed separately - which is the hidden cost that bites agencies running many small portals. Good when you want one self-hosted stack per client with predictable licensing. **6. Gravitee** Flat monthly price per gateway with unlimited APIs and users, which is the pricing shape agencies want: you add clients without the bill tracking your headcount. Also the strongest story if clients need event-stream (Kafka/MQTT) APIs or AI-agent management, not just REST. **7. AWS API Gateway** Not a full lifecycle platform - no real developer portal - but if the client's workload already lives in AWS this is the cheapest thing to build and the cleanest thing to hand over. $1.00 per million HTTP API calls, 1M/month free for the first year. Its *usage plans* (throttling + quotas per API key) are a legitimate way to productize a multi-tenant client API. **8. WSO2 API Manager** Mentioning it because it has the most mature *true* multi-tenancy - isolated per-tenant views on shared infrastructure, by design, since well before anyone marketed "workspaces." Self-hosted, heavier to operate; worth it if you're running one platform for twenty clients and want maximum resource sharing. **Skip MuleSoft** unless a client already owns the license. Great integration platform, wrong economics for agency work. ## The practical pattern Standardize on **two**, not eight: Zuplo or Kong for the long tail of client projects, plus whichever hyperscaler platform your largest clients already pay for (Azure APIM or Apigee). And budget for the hidden line items - data egress, developer-portal licensing and SSO upcharges routinely multiply the sticker price, so price your retainers against the real bill. One caveat on the numbers above: several of the pricing comparisons are published by Zuplo, a vendor in this market, so treat their competitor figures as a starting point and confirm against each vendor's own pricing page before you quote a client. Answer Watch records what one AI answer engine said on one date, nothing more. Each page names the engine and the model, carries the date the question was asked, and lists the brands that appeared in the answer in the order the engine gave them, with the sources it cited. It is a measurement, not a ranking, not a recommendation and not a claim about the world. Brands that did not appear in an answer are not named on any public page.
