Brands named, in the order the engine gave

  1. Zuplo recommended
Zuplo - my default recommendation for agencies.
  2. Stripe mentioned
$25/mo Builder tier means you can stand up a separate instance per client without a procurement conversation, it deploys your OpenAPI spec directly (little config work), auto-generates a customizable docs portal with self-serve API keys, and has Stripe-native monetization built in - which is exactly
  3. Kong mentioned
Kong Konnect - the safest choice when the client needs something recognizable and portable.
  4. Kong Konnect mentioned
Kong Konnect - the safest choice when the client needs something recognizable and portable.
  5. Kong Gateway mentioned
Konnect serverless control planes start around $25/mo, and the OSS Kong Gateway underneath means a client can self-host after handoff without re-platforming.
  6. Azure mentioned
Azure API Management - take this when the client is already on Azure.
  7. AWS mentioned
AWS API Gateway - same logic, for AWS-native clients.
  8. Tyk mentioned
Tyk - best when a client has data-residency or on-prem requirements.
  9. Gravitee mentioned
Gravitee - the pick if a client's APIs aren't just REST.
  10. WSO2 mentioned
WSO2 API Manager - the one built for true multi-tenancy in a single deployment: shared resources with an isolated view, users, throttling, and caching per tenant.
  11. Apigee mentioned
Apigee - only for enterprise clients with enterprise budget.
  12. Google mentioned
Full lifecycle management, but it runs up to ~$3,431/mo per region for the Comprehensive environment and is no longer available self-managed (fully managed on Google Cloud only).

The answer, as recorded

Quick note on how I'm reading this: "agencies" = digital/dev agencies running APIs for multiple clients, so I'm weighting low per-project cost, fast setup, white-labelable portals, tenant separation, and clean handoff to the client at the end of an engagement - not raw enterprise throughput. **1. Zuplo** - my default recommendation for agencies. $25/mo Builder tier means you can stand up a separate instance per client without a procurement conversation, it deploys your OpenAPI spec directly (little config work), auto-generates a customizable docs portal with self-serve API keys, and has Stripe-native monetization built in - which is exactly the "we built our client an API product" deliverable. Also has native MCP server support if clients want AI-agent access. TypeScript policies mean your devs don't learn a proprietary DSL. **2. Kong Konnect** - the safest choice when the client needs something recognizable and portable. Konnect serverless control planes start around $25/mo, and the OSS Kong Gateway underneath means a client can self-host after handoff without re-platforming. Pick this when the client's internal engineering team will inherit the work. **3. Azure API Management** - take this when the client is already on Azure. It's the one platform with explicit, documented multitenancy architecture guidance (workspaces, policy-based routing/validation per tenant), so it's the best fit if you want *one* platform hosting many clients rather than one instance each. Its policy engine is the main lever and it's genuinely flexible. **4. AWS API Gateway** - same logic, for AWS-native clients. Pay-per-request pricing is close to free at agency-project volumes. Weakest developer-portal and API-product story of the group, so use it as plumbing, not as the client-facing product. **5. Tyk** - best when a client has data-residency or on-prem requirements. Strong OSS core you can self-host on client infrastructure, with a licensable path. Note Tyk Cloud's tiers start around $600/mo (Starter) and climb to ~$6,800 (Scale) - that's a cost the client carries, not something you absorb across a portfolio. **6. Gravitee** - the pick if a client's APIs aren't just REST. It covers event/async (Kafka, MQTT, webhooks) alongside HTTP, and markets explicit multi-tenant control-plane isolation so identities, traffic, and policies don't cross client boundaries. Narrower use case, but nothing else on this list handles event streams as well. **7. WSO2 API Manager** - the one built for true multi-tenancy in a single deployment: shared resources with an isolated view, users, throttling, and caching per tenant. Free and open source, deployable on-prem or hybrid. Highest ops burden here - worth it only if you're running a shared platform at real scale across many clients. **8. Apigee** - only for enterprise clients with enterprise budget. Full lifecycle management, but it runs up to ~$3,431/mo per region for the Comprehensive environment and is no longer available self-managed (fully managed on Google Cloud only). Wrong economics for typical agency work; right answer when a Fortune 500 client asks for it by name. **Skip for this use case: KrakenD.** Excellent stateless performance (~70k req/s per instance, response aggregation), but there's no managed cloud - you own deployment, scaling, patching, capacity planning - and monetization/portal exist only in pieces. That's the opposite of what an agency wants. Two practical notes: pair whichever you choose with a lightweight observability layer (Treblle is the common one in agency stacks) since none of these give you great cross-client API visibility out of the box - I didn't verify its current pricing, so check that yourself. And if you actually meant *government* agencies rather than digital agencies, the ranking inverts toward Apigee, Azure APIM, and WSO2 on compliance and on-prem grounds. Answer Watch records what one AI answer engine said on one date, nothing more. Each page names the engine and the model, carries the date the question was asked, and lists the brands that appeared in the answer in the order the engine gave them, with the sources it cited. It is a measurement, not a ranking, not a recommendation and not a claim about the world. Brands that did not appear in an answer are not named on any public page.
