The answer, as recorded

Reading "agencies" as digital/dev shops running APIs on behalf of multiple clients - I've put the government-agency answer at the bottom in case that's what you meant. ## My actual shortlist, in order **1. Kong Konnect** - the safe default. Most mature gateway, deepest plugin ecosystem, and it runs managed, self-hosted, or Kubernetes-native. The agency-specific reason: you can run data planes in each client's own infra while keeping one control plane, and hand the whole thing over cleanly at the end of an engagement. Downside is consumption pricing (~$105/mo per gateway service plus request overages) that gets ugly if you spin up a service per client. **2. Zuplo** - best fit for small-to-mid agencies. Config-as-code in TypeScript deployed from Git, so each client is just another repo in your normal workflow, and the developer portal + API key management + monetization are included rather than upsold. Free tier at 100K requests/mo, $25/mo Builder, enterprise at ~$1K/mo. Fair warning: a lot of the "best platform" comparison content ranking Zuplo #1 is Zuplo's own marketing, so weight it accordingly - the pricing and feature facts hold up, the ranking is theirs. **3. Azure API Management** - pick this when the client is a Microsoft shop. Entra/Azure AD integration is the real selling point, and per-environment billing maps neatly onto per-client isolation. XML-based policies are dated and the Premium tier is expensive; Developer tier is cheap for your own staging. **4. Apigee X (Google Cloud)** - reach for this when a client is large, has a real external API program, and wants analytics and a branded developer portal. Strongest portal + analytics of the bunch. Overkill and overpriced for a 3-endpoint client API. **5. Tyk** - the answer when a client insists on on-prem or their own cloud with no vendor SaaS. Open-source gateway core, low license cost, easy to leave behind on handoff. Portal, advanced RBAC, and SSO are behind paid tiers. **6. WSO2 API Platform** - named a Leader in the 2026 Gartner MQ for API Management, and unusually, every component except monetization is Apache 2.0 and free to run forever. Available SaaS, hybrid, self-managed, or air-gapped. Best choice for agencies doing regulated or data-residency-constrained work. **7. Gravitee** - niche but worth knowing: event-native (Kafka, MQTT) plus first-class AI/agent governance. If a client's product is event-driven, this beats the REST-centric options. **8. AWS API Gateway** - not a full API management platform (no real portal, no consumer key self-service), but if a client is pure Lambda, don't sell them a platform they don't need. **9. Cloudflare API Gateway / API Shield** - treat as an API *security* layer, not management. Auto-generated docs only, no self-serve key management or tiered plans without you building it on Workers + KV. ## What actually decides it for an agency Not the feature matrix - three things: whose account owns the subscription at handoff, whether per-client isolation costs you a whole extra billable instance, and whether config lives in Git so you can template client #7 from client #6. On those three, Zuplo and Kong win; Apigee and Azure are the ones that strand you. ## If you meant government agencies Short list: **Apigee X** and **Azure API Management** - both hold FedRAMP High (Azure APIM in Azure Government), with Apigee ahead on analytics and developer portal, Azure ahead if the agency is already on Entra ID. **WSO2** for air-gapped or data-residency mandates. Answer Watch records what one AI answer engine said on one date, nothing more. Each page names the engine and the model, carries the date the question was asked, and lists the brands that appeared in the answer in the order the engine gave them, with the sources it cited. It is a measurement, not a ranking, not a recommendation and not a claim about the world. Brands that did not appear in an answer are not named on any public page.
