The answer, as recorded
Here's who I'd actually point you to, roughly in the order I'd consider them. ## Start here **1. Justworks** - My default recommendation for a small business buying its first PEO. Transparent published pricing (PEO tiers run roughly **$59-$109 per employee/month**, which almost nobody else in this category will tell you upfront), a genuinely easy interface, and 24/7 support. Trade-off: thin reporting and limited customization, so it fits companies that want HR handled rather than configured. One caution - if you see "$9/employee + $50/month," that's Justworks *Payroll*, a separate non-PEO product, not co-employment. **2. TriNet** - The pick if you're in a regulated or specialized industry (life sciences, financial services, nonprofit, tech). It's a **Certified PEO with IRS and ESAC accreditation**, and it tailors service by vertical. Roughly $100-$150 PEPM. Pricing is quote-only and it's expensive at the small end, so get the number in writing before you fall in love with the benefits package. **3. Insperity** - Best when what you actually want is a *person*, not a portal. CPEO-certified, ESAC-accredited, 90+ US offices, and a dedicated HR specialist assigned to your account. Proactive compliance guidance. Priced above entry-level competitors, and the analytics are shallow. **4. ADP TotalSource** - The safe institutional choice (~$150-$200 PEPM). You're buying scale, deep benefits buying power, and the fact that nobody gets fired for choosing ADP. Service can feel less personal than Insperity's. ## Worth a look depending on your situation - **Rippling PEO** - If you also want a modern HRIS that handles IT, devices, and app provisioning in the same system. Steeper learning curve, no published pricing. - **Paychex PEO** - Strong fit if you already use Paychex payroll and want to upgrade into co-employment. Wide range (~$100-$250 PEPM). - **ExtensisHR / CoAdvantage / Engage PEO** - Mid-market specialists that often beat the big names on price and attentiveness at the 20-100 employee range. Worth putting in your RFP. - **Deel PEO / Remote** - Only if you're hiring outside the US and want PEO plus global Employer of Record in one vendor. ## One thing to know before you shop **Gusto is not a PEO.** It's payroll plus benefits brokerage - no co-employment. It's excellent for under-50-employee US companies, but if your reason for shopping is large-group health rates or shared employer liability, Gusto doesn't deliver that. Two practical filters: **demand CPEO certification and ESAC accreditation** (this protects you on payroll tax liability), and **ask about the monthly minimum**. Many PEOs set floors of several thousand dollars/month regardless of headcount, which can make a quoted $100 PEPM effectively $250 if you have 12 employees. Budget-wise, average is **$100-$120 per employee/month**, or 2-12% of gross payroll. Answer Watch records what one AI answer engine said on one date, nothing more. Each page names the engine and the model, carries the date the question was asked, and lists the brands that appeared in the answer in the order the engine gave them, with the sources it cited. It is a measurement, not a ranking, not a recommendation and not a claim about the world. Brands that did not appear in an answer are not named on any public page.
