The question asked, verbatim: best peo services for small businesses
Brands named, in the order the engine gave
- Justworks recommended
Justworks - My default recommendation for a small, mostly-US, white-collar team.
- TriNet mentioned
TriNet - Best if you're in a regulated or higher-risk industry (life sciences, financial services, construction) or you want deeper, more hands-on HR expertise.
- ADP TotalSource mentioned
ADP TotalSource - The pick when you want a big, old, extremely stable brand behind the co-employment relationship, and the strongest benefits negotiating power of the group (Fortune-500-tier plans).
- Insperity mentioned
Insperity - Highest-touch service model: you get an assigned HR team rather than a ticket queue.
- Rippling mentioned
Rippling PEO - Choose this if you also want a modern HRIS, device/app management, and the option to switch off PEO later without changing systems.
- Rippling PEO mentioned
Rippling PEO - Choose this if you also want a modern HRIS, device/app management, and the option to switch off PEO later without changing systems.
- Paychex mentioned
Paychex PEO - Worth a quote if you're already a Paychex payroll customer or you're a very small shop (under ~10 people) where the big PEOs won't give you attention.
- Paychex PEO mentioned
Paychex PEO - Worth a quote if you're already a Paychex payroll customer or you're a very small shop (under ~10 people) where the big PEOs won't give you attention.
- ExtensisHR mentioned
ExtensisHR, CoAdvantage, Engage PEO, Vensure - The mid-market/regional tier.
- CoAdvantage mentioned
ExtensisHR, CoAdvantage, Engage PEO, Vensure - The mid-market/regional tier.
- Remote mentioned
Deel PEO or Remote - Only if you're hiring outside the US too;
- Gusto mentioned
Two things worth knowing before you call anyone: Gusto is not a PEO - it's payroll plus a benefits brokerage, no co-employment - so if your main goal is large-group health rates or shifting compliance liability, it doesn't do the job.

The answer, as recorded
Here's who I'd actually name, roughly in the order I'd suggest looking at them for a small business (under ~100 employees): **1. Justworks** - My default recommendation for a small, mostly-US, white-collar team. It's the only major PEO that publishes real prices (PEO Basic around $59-$79 PEPM, PEO Plus with medical around $109 PEPM), minimum of two employees, no long-term contract, and it's consistently rated the easiest to set up and run. If you just want large-group health benefits, payroll, and compliance off your plate without a sales cycle, start here. **2. TriNet** - Best if you're in a regulated or higher-risk industry (life sciences, financial services, construction) or you want deeper, more hands-on HR expertise. Pricing is custom-quote only and typically higher, and there's a five-employee minimum, but you can cancel with 30 days' written notice. **3. ADP TotalSource** - The pick when you want a big, old, extremely stable brand behind the co-employment relationship, and the strongest benefits negotiating power of the group (Fortune-500-tier plans). Custom quotes; the platform is more dated and harder to administer than Justworks. **4. Insperity** - Highest-touch service model: you get an assigned HR team rather than a ticket queue. Expect roughly $150-$210 PEPM, so it only pencils out if you have healthy margins and would otherwise be hiring an in-house HR person. The software is the weakest part. **5. Rippling PEO** - Choose this if you also want a modern HRIS, device/app management, and the option to switch *off* PEO later without changing systems. Great product; the trade-off is that it's a younger PEO operation and total cost once you add payroll, benefits, and IT modules lands well above the headline per-employee figure. **6. Paychex PEO** - Worth a quote if you're already a Paychex payroll customer or you're a very small shop (under ~10 people) where the big PEOs won't give you attention. Solid, unexciting, broad geographic coverage. **7. ExtensisHR, CoAdvantage, Engage PEO, Vensure** - The mid-market/regional tier. Usually cheaper than TriNet or Insperity for comparable service, and often a better cultural fit for blue-collar, hourly, or multi-state field workforces. Get at least one of these in your bid set as a price anchor. **8. Deel PEO or Remote** - Only if you're hiring outside the US too; these pair a US PEO with Employer-of-Record coverage abroad so you're not running two vendors. Two things worth knowing before you call anyone: **Gusto is not a PEO** - it's payroll plus a benefits brokerage, no co-employment - so if your main goal is large-group health rates or shifting compliance liability, it doesn't do the job. And almost every provider except Justworks quotes custom, so get three written quotes side by side and insist they break out the admin fee separately from the insurance premiums, otherwise the comparisons are meaningless. Answer Watch records what one AI answer engine said on one date, nothing more. Each page names the engine and the model, carries the date the question was asked, and lists the brands that appeared in the answer in the order the engine gave them, with the sources it cited. It is a measurement, not a ranking, not a recommendation and not a claim about the world. Brands that did not appear in an answer are not named on any public page.
