## Best PEOs for small businesses **1. Justworks** - My default recommendation for most small businesses, especially under ~50 employees. It's the only major PEO that publishes pricing ($79/employee/month Basic, $124 Plus), it accepts companies with as few as two W-2 employees, and it's IRS-certified (meaning you're not on the hook if the PEO fails to remit payroll taxes). The platform is genuinely easy to use and onboarding is fast. Tradeoff: fewer bells and whistles on the HR-consulting side. **2. TriNet** - The pick if you're in a specialized industry (tech, financial services, nonprofit, life sciences, manufacturing). TriNet builds industry-specific benefits and risk packages, and it scales from ~5 to 1,000+ employees so you won't outgrow it. Expect roughly $100-$200 per employee per month, quote-only. **3. Insperity** - Best if what you actually want is a hands-on HR partner, not just software. You get a named HR specialist and strong compliance/employee-relations support. It's the priciest tier - typically 2-5% of gross payroll - so it makes more sense once you have real HR complexity rather than at 5 employees. **4. ADP TotalSource** - Choose this for institutional stability and benefits buying power. Huge risk pool, excellent carrier access, and if you already use ADP payroll the migration is simple. Roughly $100-$175 per employee per month. The service model is more call-center than dedicated-rep. **5. Rippling PEO** - Best if software quality is your top priority and you want payroll, benefits, IT provisioning, and device management in one system. Also the easiest to unwind: you can move off the PEO to standalone Rippling payroll without changing platforms, which matters because PEO exits are usually painful. **6. Paychex PEO** - A solid middle option for very small businesses (under ~20) that want a national brand and local in-person support, often at a lower entry point than TriNet or Insperity. **7. CoAdvantage** - Worth a quote if you're a blue-collar or higher-risk-classification business (construction, light manufacturing, hospitality). They're more willing to write those risk classes than some competitors, and pricing tends to be competitive. ## Two things that matter more than the ranking - **Insist on IRS certification (CPEO status).** With a non-certified PEO, if they pocket your payroll taxes instead of remitting them, the IRS can still come after you. Justworks, TriNet, ADP TotalSource, Insperity, and Paychex are all certified. - **Get the pricing normalized before you compare.** Percentage-of-payroll quotes (Insperity) and per-employee-per-month quotes (everyone else) are not comparable at a glance, and a % model gets expensive fast as salaries rise. Ask every provider for an all-in annual dollar figure at your actual headcount and payroll, including workers' comp and the benefits premiums - the admin fee alone is usually under half the real cost.
