Here's what I'd actually recommend, split by the thing that most determines your answer: whether "remote" means *US employees scattered across states* or *people in other countries*. ## If your team is US-based across multiple states **1. Justworks** - my default recommendation for most small, distributed US teams. It's the only major PEO with a real published rate card: $79/employee/month for PEO Basic, $124 for PEO Plus (includes Justworks-administered health insurance), no base fee, month-to-month. No annual contract means you aren't locked in while headcount swings. G2 rates its support 9.2/10. The tradeoff is that it's deliberately simple - limited customization, and the benefits plans are what they are. **2. Rippling PEO** - the pick if your team is tech-heavy or equipment-heavy. PEO starts around $85/employee/month on top of the $8/employee/month HR & payroll base. What makes it genuinely better for remote specifically: automatic state tax registration (a real pain when your fifth hire lives in a new state) and remote laptop provisioning/wiping built into the same system as onboarding. Support rates 9.3/10. It's also the easiest to *leave* - you can drop the PEO layer and keep the payroll software, which Justworks and TriNet don't offer. **3. TriNet** - worth a quote once you're past ~50 employees or in a regulated industry, because its industry-vertical benefit plans and risk/compliance depth beat the others. But it doesn't publish pricing (reported bands land around $115/employee/month as a midpoint), locks you into annual terms, and its support scores lowest of the three at 8.4/10. Get a quote, don't assume. **4. Insperity / ADP TotalSource** - the enterprise end. Named here for completeness: strong benefits buying power and dedicated HR advisors, but quote-only, heavier contracts, and more than a sub-100-person remote team usually needs. ## If you're hiring internationally (you want an EOR, not a PEO) Worth being precise: a PEO co-employs people where *you* already have a legal entity. For someone in Portugal or Brazil where you don't, you need an Employer of Record. **1. Deel** - the one I'd name first. 150+ countries, 100+ owned entities, ~$599/employee/month, and the fastest onboarding of the group. It also handles contractors and US payroll in the same platform, so it's often the single-vendor answer. **2. Remote** - ~$599/employee/month across 75+ countries, but every entity is owned outright rather than a partner network. Fewer countries, more control, and the strongest IP-assignment protections - which matters if the people you're hiring are writing your code. **3. Multiplier** - ~$400/employee/month across 150+ countries, the cost-conscious pick, with particularly good APAC coverage. **4. Oyster HR** (~$599/mo, 180+ countries, easy to use for mid-market), **Papaya Global** (~$650/mo, 160+ countries, best for complex enterprise payroll), and **Velocity Global** (185+ countries, custom pricing, best for hard-to-reach jurisdictions). **Short version:** Justworks if you're a US remote team that wants predictable pricing; Rippling if you want HR and IT in one system; Deel if anyone on the team lives outside the US. One caveat on the pricing above: PEO quotes vary meaningfully by state mix, headcount, and benefit selections, so treat the published numbers as a floor rather than a final figure. Answer Watch records what one AI answer engine said on one date, nothing more. Each page names the engine and the model, carries the date the question was asked, and lists the brands that appeared in the answer in the order the engine gave them, with the sources it cited. It is a measurement, not a ranking, not a recommendation and not a claim about the world. Brands that did not appear in an answer are not named on any public page.
