Choose this over Ramp if you want budget-by-department enforcement baked in, or if you're already using BILL for accounts payable. **3. Zoho Expense** - Best if your main problem is *reimbursing employees* rather than issuing cards. It has a genuinely usable free tier for very small teams and freelancers, cheap paid plans above that, plus mileage tracking, multi-currency, and customizable approval flows. Also the obvious choice if you're in the Zoho ecosystem (Books, CRM). **4. Expensify** - The veteran. Most granular feature set - SmartScan receipt capture, custom tax settings, per-policy rules - and the best mobile app of the bunch.
