The question asked, verbatim: best expense management software for small businesses
Brands named, in the order the engine gave
- Ramp mentioned
Here's how I'd actually rank these for a small business, with the caveat that a lot of the "best of" listicles above are published by the vendors themselves (Ramp, Brex, Expensify all rank themselves #1), so I'm weighting what the pricing and model actually fit rather than the rankings.
- Brex mentioned

The answer, as recorded
Here's how I'd actually rank these for a small business, with the caveat that a lot of the "best of" listicles above are published by the vendors themselves (Ramp, Brex, Expensify all rank themselves #1), so I'm weighting what the pricing and model actually fit rather than the rankings. **1. Ramp** - My default recommendation for most US small businesses. The core product (corporate cards, receipt capture, approval workflows, accounting sync) is genuinely $0/user, and it makes money on card interchange instead of seats. If your spend runs mostly through company cards, you get real expense management without a per-seat bill. Paid Plus tier is ~$15/user if you need procurement and advanced controls. Caveat: US-centric, and you need to be comfortable issuing cards. **2. Zoho Expense** - Best pick if your spend is reimbursement-led (employees paying out of pocket, mileage, per diems) rather than card-led. Free up to 3 users, then roughly $3-5/user/month annually. Cheapest credible option, and a no-brainer if you're already on Zoho Books or Zoho One. **3. Expensify** - The most polished receipt-scanning and submit-approve-reimburse flow, and the one non-technical employees complain about least. $5/member/month on Collect. Good for mixed card/out-of-pocket workflows and international teams where Ramp doesn't reach. **4. BILL Spend & Expense** (formerly Divvy) - Same interchange-funded model as Ramp: free, unlimited users, corporate cards, QuickBooks integration. Worth comparing head-to-head with Ramp; Ramp's software is better, but BILL is stronger if you also want its AP/bill-pay side. **5. Brex** - Essentials tier is free, Premium ~$12/user. I'd put it below Ramp for a typical small business because it leans toward venture-backed startups and larger spend volumes; it's the better choice if you're VC-funded and want the banking/treasury side bundled in. **6. QuickBooks Online (built-in expense tracking)** - Not really expense *management*, but if you're under ~5 employees and already pay for QBO, the native receipt capture and expense categorization may be all you need. Don't buy a second tool until approval routing or card controls actually hurt. Quick decision rule: card-heavy US team → Ramp. Out-of-pocket reimbursements → Zoho Expense. Want the smoothest employee experience and will pay for it → Expensify. Answer Watch records what one AI answer engine said on one date, nothing more. Each page names the engine and the model, carries the date the question was asked, and lists the brands that appeared in the answer in the order the engine gave them, with the sources it cited. It is a measurement, not a ranking, not a recommendation and not a claim about the world. Brands that did not appear in an answer are not named on any public page.
