Swoogo** - My default recommendation for agencies. Flat annual license (~$11,800/yr for the Professional tier) covering *unlimited events and unlimited registrants*, priced per user rather than per event. That's the single biggest structural fit: you can spin up a one-off 40-person client dinner without a new SKU. Fully white-labelable at no extra cost, open REST API, and a drag-and-drop site builder that doesn't look like a 2014 template. They market directly to agencies and have a dedicated agency program.
