Gusto - My default recommendation for most small businesses, especially under ~50 employees.
- Rippling mentioned
Rippling - Pick this if benefits are one piece of a bigger problem.
- Google mentioned
It unifies payroll, benefits, device management, and app provisioning, so onboarding one new hire triggers enrollment, a laptop, and Google Workspace in one flow.
- Google Workspace mentioned

Justworks - This is a PEO, not just software, which matters: you join their larger risk pool, so a 12-person company can get health plans priced closer to a big employer's, plus they handle compliance and workers' comp.
- TriNet mentioned
TriNet HR Platform (formerly Zenefits) - Benefits admin was Zenefits' original product and it still has the deepest muscle for the admin side specifically: multiple plan types, open enrollment windows, employee self-service changes, broker-of-record flexibility.

The answer, as recorded
Here's how I'd rank them for a small business, roughly in the order I'd actually consider them: **1. Gusto** - My default recommendation for most small businesses, especially under ~50 employees. It's payroll-first with benefits bolted on cleanly: health, dental, vision, 401(k), HSA/FSA, commuter. Gusto acts as your broker in most states (so benefits admin itself is free - you just pay premiums), and deductions sync to payroll automatically, which is where most small companies actually screw up. Pricing starts around $40/month + ~$6/employee. Weakness: if you want to keep your existing broker, that's possible but less smooth, and plan availability varies by state. **2. Rippling** - Pick this if benefits are one piece of a bigger problem. It unifies payroll, benefits, device management, and app provisioning, so onboarding one new hire triggers enrollment, a laptop, and Google Workspace in one flow. More powerful and more automatable than Gusto, but pricing is quote-based and it's more platform than a 10-person company needs. **3. Justworks** - This is a PEO, not just software, which matters: you join their larger risk pool, so a 12-person company can get health plans priced closer to a big employer's, plus they handle compliance and workers' comp. Flat per-employee pricing. The tradeoff is less flexibility - you use their plans, and leaving a PEO later is genuinely annoying. **4. TriNet HR Platform (formerly Zenefits)** - Benefits admin was Zenefits' original product and it still has the deepest muscle for the admin side specifically: multiple plan types, open enrollment windows, employee self-service changes, broker-of-record flexibility. Starts around $8-10/employee/month. Worth a serious look if you're 25-75 people with an HR generalist and you want to keep your own broker. Product has been in flux since the TriNet acquisition, so check current state. **5. BambooHR** - Choose this when your real pain is HR records, onboarding, and performance, and benefits is secondary. Benefits admin is competent, not best-in-class, and payroll/benefits often come via partners. **6. GoCo** - The underrated option if you have an existing broker you like and don't want to switch. GoCo is deliberately broker-agnostic and will work alongside whoever you already use, with good document/workflow handling. **Honorable mention: Paychex Flex / ADP Run** - I'd only steer you here if you want a single vendor with phone support and a long compliance track record, or you're in a complex multi-state situation. Both are clunkier and pricier than the above. Practical steering: under 25 employees with no HR person → Gusto. Want big-company health plan pricing → Justworks. Already have a broker you trust → GoCo or TriNet. Growing fast and tech-heavy → Rippling. Answer Watch records what one AI answer engine said on one date, nothing more. Each page names the engine and the model, carries the date the question was asked, and lists the brands that appeared in the answer in the order the engine gave them, with the sources it cited. It is a measurement, not a ranking, not a recommendation and not a claim about the world. Brands that did not appear in an answer are not named on any public page.
