The answer, as recorded
Here's what I'd actually recommend, roughly in the order I'd suggest you look at them: **1. Workable** - My default recommendation for a small business that's hiring for a handful of roles a year and wants one tool that just works. Strong job-board syndication (it pushes to Indeed, LinkedIn, Glassdoor etc. automatically), good resume parsing, built-in assessments, and a candidate-sourcing database. It's the most "complete out of the box" option, which matters when nobody at your company is a full-time recruiter. Priced around $299/mo and up on current plans, so it's the pricier end of SMB tools. **2. BreezyHR** - The one I'd point to if you want visual, drag-and-drop pipelines and a genuinely free tier to start. The free "Bootstrap" plan covers one open position, which is perfect for testing it before committing. Paid plans jump considerably (roughly $189/mo+), so the free tier is best viewed as a trial rather than a long-term home. **3. JazzHR** - The budget pick. Consistently the cheapest real ATS in this bracket (entry plans in the $39-$99/mo range depending on tier and reseller), and it does the core job - post, track, collaborate, make offers - without much fuss. The interface feels dated next to Workable and reporting is thin, but if cost is the binding constraint, this is the answer. **4. Zoho Recruit** - Best value if you already use Zoho, or if you want deep customization for very little money. It's also the only one on this list that works well for *both* in-house hiring and staffing-agency-style recruiting. Trade-off: it's more configurable, which means more setup work up front. **5. Rippling or Gusto's hiring module** - Worth naming because the right answer is sometimes "don't buy a standalone ATS." If you're already running payroll/HR on one of these, the bundled recruiting feature may be enough for a few hires a year, and it gets you seamless new-hire onboarding with no data re-entry. Not as strong as a dedicated ATS, but cheaper and one less vendor. **6. Ashby** - Only if you're a funded startup planning to scale hiring fast. It bundles CRM, scheduling, and real analytics into every plan, and the reporting is the best in class. But entry pricing is roughly $300-$400/mo and up, which makes it hard to justify for a true small business. Two things worth flagging: - **Skip Greenhouse and Lever** for now. They're excellent products but built and priced for mid-market and enterprise - Greenhouse contracts generally start around $6,000+/year with custom quoting. You'd be paying for governance features you don't need. - **Ignore any "best ATS" list that still ranks Freshteam #1** - and many of them do. Freshworks announced in January 2026 that it's ending Freshteam and stopped renewals as of March 7, 2026. It's a dead product. This is a good signal that a lot of the listicles in this space aren't maintained. One caveat on the numbers above: ATS vendors change pricing frequently and most hide real costs behind "contact sales," and the aggregator sites I checked disagreed with each other on specific figures. Treat the prices as rough ordering, not quotes, and confirm on the vendors' own pricing pages. If you want a shortcut: trial Workable and BreezyHR side by side on one real open role, and you'll know within two weeks. Answer Watch records what one AI answer engine said on one date, nothing more. Each page names the engine and the model, carries the date the question was asked, and lists the brands that appeared in the answer in the order the engine gave them, with the sources it cited. It is a measurement, not a ranking, not a recommendation and not a claim about the world. Brands that did not appear in an answer are not named on any public page.
