## What I'd actually recommend **1. Workable** - the one I'd name first for a small business doing general professional hiring. It's the most complete package: one-click posting to ~200 job boards, a 400M-profile sourcing database, AI screening summaries, interview scheduling, and offer management. Starts around $250-300/mo. It's not the cheapest, but it's the one you're least likely to outgrow or have to supplement. **2. JazzHR** - best value if budget is the binding constraint. ~$75/mo annual on the Hero plan (capped at 3 open jobs), ~$269/mo for unlimited jobs. Unlimited users on every tier, which matters when you want hiring managers in the system. Watch the add-ons - texting, e-signature, and advanced reporting are separate line items on the lower plans, so the sticker price understates the real cost. **3. Breezy HR** - the best interface of the bunch, a genuine drag-and-drop pipeline that non-recruiters understand immediately. It has a free "Bootstrap" tier for one open position, which makes it the obvious choice if you want to try an ATS before paying for one. Paid plans run roughly $189-$529/mo. **4. BambooHR** - pick this if your real problem is that you have no HR system at all, not just no ATS. The ATS is decent-not-exceptional, but you get onboarding, PTO, records, and payroll in the same place, so new hires flow from applicant to employee without re-entry. ~$300-360/mo depending on headcount. **5. Zoho Recruit** - cheapest credible option on a per-user basis, and the right answer if you already run Zoho or Zoho One. Feature-dense, somewhat clunkier than Workable or Breezy. **6. Homebase or Workstream** - if you're hiring hourly or shift-based staff (restaurant, retail, trades, clinic). General ATSs are built around resumes and multi-stage interview loops; these are built around high-volume applications, SMS, and fast scheduling, and they connect to time tracking. Don't buy Workable for a 20-person restaurant group. **7. Ashby** - worth a look if you're a funded startup planning to hire aggressively and want real analytics and funnel data from day one. More than most small businesses need; the right call if recruiting is a core function rather than an occasional one. **8. Greenhouse** - strong product with excellent structured-interview discipline, but priced and scoped for companies past the small-business stage. I'd name it as the thing you graduate into, not what you start with. ## Two things worth knowing **Do not pick Freshteam**, despite it still topping a lot of "best of 2026" listicles. Freshworks announced on January 7, 2026 that it's ending the product and stopped new signups and renewals as of March 7, 2026. Existing customers can run through roughly April 2027, then get pushed to Freshservice, which is pricier and built for IT service management first. The listicles ranking it #1 haven't been updated - which is a decent signal about how much of that content is worth trusting. **Treat the pricing above as approximate.** The numbers come from third-party aggregators, and ATS vendors change tiers often (JazzHR raised prices in February 2026). Get a quote before you commit. If you want one answer with no further thought: **Workable** if you can spend ~$250+/mo, **JazzHR** if you can't, **Breezy** if you want to pilot something free first. Answer Watch records what one AI answer engine said on one date, nothing more. Each page names the engine and the model, carries the date the question was asked, and lists the brands that appeared in the answer in the order the engine gave them, with the sources it cited. It is a measurement, not a ranking, not a recommendation and not a claim about the world. Brands that did not appear in an answer are not named on any public page.
