Gusto - My default recommendation for most US small businesses under ~50 people.

Rippling - The pick if you want HR, payroll, IT, and device management in one place.

The answer, as recorded
Here's what I'd actually recommend, roughly in the order I'd suggest looking at them: **1. Gusto** - My default recommendation for most US small businesses under ~50 people. It's payroll-first with HR bolted on properly: tax filing in all 50 states, benefits administration, onboarding, PTO, contractor payments, and a genuinely usable interface that a non-HR person (usually the owner or an office manager) can run without training. Pricing is transparent - roughly $49/mo + $6/employee on the entry plan, up to ~$180/mo + $22/employee for Premium with HR advisory access. If you only buy one system, this is it. **2. Rippling** - The pick if you want HR, payroll, IT, and device management in one place. Its real differentiator is that onboarding an employee also provisions their Google account, Slack, and laptop, and offboarding revokes all of it. Modular pricing starts around $8/employee/mo plus a base fee, but it's more expensive in practice and implementation can run into the thousands. Worth it at 25+ employees or if you're remote and drowning in app sprawl; overkill for a 6-person shop. **3. BambooHR** - Best if your pain is people data and employee experience rather than payroll: clean employee records, document storage, performance reviews, e-signatures, org charts, and good reporting. Payroll exists but is the weaker half. It also quotes rather than publishes pricing and tends to have a flat floor (~$250/mo) that makes it poor value under ~20 employees. **4. Justworks** - Not software exactly, a PEO: they become co-employer, so you get big-company health plans, workers' comp, and state compliance handled for you. Flat per-employee pricing. This is what I'd point you to if you have employees in multiple states, want better benefits than you could negotiate alone, or simply don't want to own compliance risk. The tradeoff is cost per head and less control. **5. ADP RUN or Paychex Flex** - The conservative choice. Less pleasant to use and pricing is opaque and negotiable, but they have the deepest compliance coverage, real phone support, and existing relationships with most accountants. If you're in a heavily regulated industry, have a complex multi-state situation, or your CPA has a strong preference, go here. **6. Deel** - Only if you're hiring internationally. It handles contractors and EOR employment in ~150 countries. Don't buy it for a purely domestic team. Two things worth knowing before you shop: the main fork is whether you need payroll bundled in (Gusto, Rippling, ADP) or already have payroll and just want an HR system of record (BambooHR). And verify current pricing directly with vendors - the numbers above come from comparison sites and change often, and most of these will discount on an annual commitment. Answer Watch records what one AI answer engine said on one date, nothing more. Each page names the engine and the model, carries the date the question was asked, and lists the brands that appeared in the answer in the order the engine gave them, with the sources it cited. It is a measurement, not a ranking, not a recommendation and not a claim about the world. Brands that did not appear in an answer are not named on any public page.
