It's the cleanest HRIS in the category and what I'd choose at 15-75 employees when you want everything auditable in one system. Payroll is an add-on and less mature than Gusto's. **3. Justworks** - Not software so much as outsourcing. As a PEO it becomes co-employer, so it takes on a real chunk of the compliance burden (multi-state registration, workers' comp, benefits filings) instead of just giving you tools to do it yourself.
