It's bundled into M365 Business Premium (Safe Links, Safe Attachments sandboxing, impersonation protection on top of Exchange Online Protection), so for a lot of small businesses the marginal cost is zero. The catch is real though: the out-of-box config is permissive, and the anti-phishing/impersonation policies only work if someone actually populates them with your execs and key vendors. Most SMBs never do, then conclude "Microsoft's security is weak."
